  The convoluted process for condo conversion have me have to hire a full time person to simply go to DBI to the 12 step process condo conversion. The answers are very unclear in the early stages, you need to invest a good deal of money and time, and yet we are talking about San Francisco, so bigger projects and even more expensive ones than yours, might get precedence.
